Naslov zbunjuje, ne radi se o zabrani CRT nego o primeni zastarele definicije rasizma: Quote Keith Ammon’s bill (via Christopher Rufo) would prohibit — in state contracts, grants and training programs — the teaching of “divisive concepts” such as “one race or sex [being] inherently superior to another race or sex” and that “an individual, by virtue of his or her race or sex, is inherently racist, sexist or oppressive, whether consciously or unconsciously.” Npr: https://seemajayachandran.com/heating_mortality.pdf >>Abstract:This paper examines how the price of home heating affects mortality in the US. Exposure to cold is one reason that mortality peaks in winter, and a higher heating price increases exposure to cold by reducing heating use. In addition, a higher price raises energy bills, which could also affect health by decreasing other health-promoting spending. Our empirical approach combines spatial variation in the energy source used for home heating and temporal variation in the national prices of natural gas and electricity. We find that a lower heating price reduces winter mortality, driven mostly by cardiovascular and respiratory causes. The effect is especially large in high-poverty communities. << Edited February 19, 2021 by bohumilo

Instalisna rezerva i ona operativna nisu iste stvari. Quote The problems are exacerbated because Texas, the largest energy producer and consumer in the United States, is the only state to use its own power grid. That frees it from federal regulations, including ones that could have required it to be better prepared for a freak cold snap, said Peter Fox-Penner, the founder of Boston University’s Institute for Sustainable Energy. “Texas’ deregulatory philosophy has caused them to put much less stringent rules on generators and system operators to be prepared for cold weather than other systems, where extreme cold is more common,” he said in an interview. “They believed that this kind of ‘perfect storm’ was so unlikely that they didn’t need to require the system to prepare for it,” Fox-Penner said. The Railroad Commission of Texas, which despite its name regulates the oil and natural gas industry in the state but not any railroads, said that the weather had stopped fossil fuel production in some parts of the state. "Some producers, especially in the Permian Basin and Panhandle, have reported experiencing unprecedented freezing conditions which caused concerns for employee safety and affected production," the Commission announced Monday. The one-two punch of the storm and sudden power outages have caused wide-reaching damage across the state. For the Fagan Family Farms, a small independent organic produce farm in Kyle, Texas, lost produce from the cold snap was bad enough, but the power outage was devastating. They had about $20,000 worth of lettuce growing in the electrically heated growhouse, owner Shawn Fagan said — about a fifth of his annual business — and that's now all lost. "I had the next generation growing in the growhouse,” he said by phone. “Not only do I not have anything in the field, I don't have anything to put in the field now.” Data from Texas makes clear that renewable energy failures have played only a small part in the crisis. The Electric Reliability Council of Texas, which plays the role of traffic cop for Texas' energy providers, directing energy from producers to distributors, predicted that this winter would see wind produce about 7,070 megawatts at peak load times. By the council's own daily figures, wind power in Texas has produced between 4,415 and 8,087 megawatts at peak times since the storm began. By contrast, the state's "thermal fleet" — mostly natural gas, but also including coal and nuclear power — has been down significantly more, leading to a shortfall of 30,000 megawatts, the council told the local news outlet WKYC. https://www.nbcnews.com/news/weather/why-texas-energy-grid-unable-handle-winter-storms-n1258049 Quote Historically, Texas’ days of high energy demands are always in the summer, Magness said. “We were seeing demand forecasts that were close to a summer peak,” he said. The state’s two largest sources of energy, natural gas and nonhydroelectric renewables, such as wind turbines and solar power, were all severely hampered by the winter storm. Conservative critics blamed the power outages on a failure of green energy, but that doesn't explain the problem. Wind and solar generate about only 21 percent of the state's electrical power. Instead, natural gas, which powers half the state's electrical generation — by far the largest source — was in use by home furnaces, and some power plants couldn't get enough. “In the winter, it’s harder to get natural gas supplies, because they’re much more in demand for home heating and uses like that,” he said. Severe wind and snow have interfered with some natural gas equipment and frozen wind turbines, and the overcast weather has drastically slowed solar panel production, he said. Recommended https://www.texasmonthly.com/politics/texas-blackout-preventable/ Quote In November, when the officials who run Texas’s main electric grid took stock of whether the system could handle the coming winter, they felt confident. There would, even under “extreme conditions,” be plenty of power. But last week, an arctic blast mocked their assessment, freezing in about 40 percent of the grid’s power-generation capacity and throwing much of the state into the cold and dark. How could the state’s energy managers have gotten things so wrong? The fiasco has intensified a long-running fight between fans of renewable energy and backers of fossil fuels, with critics of wind power, which generates 23 percent of Texas’s electricity, blaming the intermittent energy source for the grid’s unreliability. But those attacks are little more than a distraction from two more fundamental problems the polar vortex laid bare. Texans’ thirst for cheap energy—aided by the energy industry’s hunger for profits—left the state’s power sector ill-prepared to weather a winter storm that other states, including neighboring Oklahoma and New Mexico, have weathered far better than Texas has. And the backward-looking regimen that state energy officials use to forecast the weather—a methodology that minimizes the effect of such intensifying factors as climate change, which scientists say can make winter storms more brutal—may have led them to underestimate the approaching storm’s fury. A wide cast of characters throughout Texas’s lightly regulated power sector appear to have failed to heed experts’ long-standing warnings, notably in the wake of a similar series of outages almost exactly a decade ago. In February 2011, an ice storm struck the state, crippling power plants and forcing rolling blackouts. After that disaster, lawmakers and regulators studied how the state’s electric and natural-gas infrastructure needed to be shored up, as in other states, to withstand punishingly deep and extended winter freezes. Key recommendations from various experts were to require winterizing of power-generating equipment and fuel-delivery infrastructure such as gas pipelines, and to provide for reserve generating capacity that would be needed when demand surged or when some providers went offline. Both moves would impose somewhat higher costs and result in marginally higher electric rates. But they might have averted the much higher costs Texans now face for business disruption, broken pipes, flooding, and spiking electric bills—not to mention human suffering and death. https://www.ft.com/content/adc21f2b-ccf7-4b8b-8604-53cae556a7dd?segmentId=776b81d7-dd92-c731-e669-99cdd37d3a96 Quote Grid operators had anticipated record demand as the cold blast neared, but they did not expect so many plants to buckle under the strain. A full inquiry into what went wrong will take weeks to complete, but it is clear that wind farms were not the only problem. As a grid official said last Tuesday: “It appears that a lot of the generation that has gone offline today has been primarily due to issues on the natural gas system.” In addition, Texas is not called the Lone Star State for nothing. Unlike other states, it relies almost entirely on its own power grid. This has had benefits but also meant that, last week, it could not easily import electricity to make up for shortfalls. Another weakness of the Texas power system is a lack of incentives for companies to make the investments needed to ensure energy infrastructure can withstand extreme weather. This is not a new problem. Federal regulators warned a decade ago, when another bitter cold front led to blackouts, that the state’s power plants might struggle in a repeat episode. As some commentators have noted, wind farms run in much icier places than Texas, from Sweden to Minnesota. But “winterising” them with cold weather kits can cost $150,000 per turbine. In balmy Texas, “summerisation” of turbines and other power equipment, to ensure they can deal with heatwaves, might seem more obvious — which underlines another troubling aspect of last week’s blackouts. Scientists have warned for years that a changing climate would lead to more extreme and unpredictable weather. Texas has shown the dangers of underestimating the risks this poses for infrastructure. Finally, it is clear that today’s power systems have one very reliable feature. Whenever blackouts strike, some critics will instantly blame renewables and the politicians who back them. When the lights went out in California last summer, the Texas Republican Senator Ted Cruz tweeted that the Democrat-run state was “now unable to perform even basic functions of civilization, like having reliable electricity”. The senator’s Twitter feed was quieter when his home state went dark. This is good. Politicising something as vital and basic as electricity never made sense. Texas has just given a masterclass in why it should end. I'm here to communicate with you about what our focuses are and what his objectives are as president.' ...... Psaki defended Cuomo on Sunday during her interview with ABC News. 'He plays an important role in insuring that we're coordinating closely and getting assistance out to people of his state and to states across the country,' she said. 'And we'll continue to do that.' 'We're going to continue to work with a range of governors including, of course, Governor Cuomo because we think the people of New York, the people of states across the country, need assistance not just to get through the pandemic but to get through this difficult economic time, and that's where our focus remains,' Biden's press secretary continued.
