Mariana Katzarova, the UN special rapporteur on human rights in Russia, has presented a report describing rising use of criminal prosecution, long prison terms, torture and other abuse since mid-2024.

She told journalists that the masterminds of the crackdown are acting with impunity and using "new elaborate tools," including torture, to suppress dissent.

Her report documented at least 3,905 convictions for peaceful dissent during the yearlong period. Through July, more than 150 minors aged 14 to 17 were added to the federal list of extremists and terrorists, with some accused of treason and allegedly tortured for confessions.

By mid-July, a total of 1,040 people and organizations — nearly one-quarter of them journalists — had been designated as foreign agents, including 133 added since January.
