  6. bbc US intelligence agencies say "Russian influence actors" are behind a suspected fake video of a Haitian man who claims to have voted “multiple times” in Georgia. "This Russian activity is part of Moscow’s broader effort to raise unfounded questions about the integrity of the US election and stoke divisions among Americans," said the joint statement from the Office of the Director of National Intelligence, the Federal Bureau of Investigation, and the Cybersecurity and Infrastructure Security Agency. “We should absolutely not be surprised that they are focused on undermining the integrity of the US election. “This is consistent with Russian strategy over the last two election cycles." Linvill said the "narrative focus, style and production of the video" match previous efforts by the Russian operation, which is linked, Clemson researchers say, to an organisation called the Russian Foundation to Battle Injustice. The organisation was founded by Yevgeny Prigozhin, the mercenary leader who headed the Wagner Group until he launched a rebellion against Moscow and died in a plane crash. One man in the clip shows multiple driving licences to the camera, presumably as proof of identity. BBC Verify took screenshots of these and enhanced the images to be able to read the details on them. The addresses on two of the licences match up to a business site and a location in the middle of a road near a petrol station - not residential addresses. A reverse image search of the photograph on one of the licences showed it was a stock image of a man originally produced by a production company in South Africa. US intelligence agencies said last week that a video purporting to show a poll worker destroying mail-in ballots marked for Donald Trump in Pennsylvania was "manufactured and amplified" by Russians.

  13. DW Ukraine and Russia are in the early stages of negotiating a potential agreement to halt airstrikes on energy facilities in both countries as we approach a third winter of war in Ukraine, the British newspaper Financial Times reported, citing unnamed sources. The talks had been derailed by Ukraine's incursion into Kursk in the summer, the unnamed sources told FT. However, the newspaper also cited Kremlin spokesman Dmitry Peskov as saying there was a lot of fake news, even in the most reputable media, that "has nothing to do with reality," when asked about the reports. --- North Korea's and Russia's top diplomats were engaged in "strategic" talks in Moscow on Wednesday, Russian authorities said. North Korean Foreign Minister Choe Son Hui was on an official visit to Moscow to hold "strategic consultations" with her Russian counterpart, Sergei Lavrov, Russian Foreign Ministry spokeswoman Maria Zakharova said. --- South Korea aims to send a team to Ukraine to monitor and analyze the activities of the North Korean soldiers that have been deployed in Russia, a presidential official said on Wednesday. This comes after NATO and Washington said that some high-ranking North Korean military officials and troops have been sent to Russia.
  15. bbc North Korean troops have been deployed to Russia and are operating in the Kursk border region where Ukrainian troops have a foothold, Nato has said for the first time. The alliance's Secretary General Mark Rutte said he could confirm the deployment after weeks of intelligence reports, following a meeting with South Korean security and defence officials on Monday.

Evo sta kaze severnokorejska agencija, a citira je DW North Korea says any troop deployment to Russia would be in line with international law, state media reported. However, the report stopped short of confirming it had sent soldiers. "If there is such a thing that the world media is talking about, I think it will be an act conforming with the regulations of international law," said Kim Jong Gyu, vice foreign minister in charge of Russian Affairs, the official Korean Central News Agency said.
  22. @fancy Evo malo I ask him whether Vladimir Putin has ever asked Lukashenko to provide Belarussian troops for the Kremlin’s war in Ukraine. “Never. Neither he, nor [former Defence Minister] Sergei Shoigu, nor the current Defence Minister Andrei Belousov has ever raised that question.” But Belarus has played a part in Russia’s war. In February 2022 Russia’s full-scale invasion of Ukraine was launched, partly, from Belarusian territory. Why did the country’s leader allow the Kremlin to do that? “How do you know I gave permission for Belarusian territory to be used?” Lukashenko asks me. “Because Belarusian territory was used [for the invasion].” “There were exercises going on involving several thousand Russian soldiers. Putin started withdrawing these troops from where they were in southern Belarus, down a road, along the border with Ukraine. "At one point he redirected some of these troops to Kyiv. I’m sure they’d been provoked. It’s up to Putin how he withdraws his troops. Via Kyiv. Or he could have gone through Minsk.” “Didn’t you call Putin to ask what was going on?” I ask. “No. He didn’t call me. And I didn’t call him. These are his troops and he has the right to move them out whichever way he likes.” That comment reflects the degree of influence the Kremlin has in neighbouring Belarus. --- Human rights groups estimate there are currently 1,300 political prisoners in Belarus. Alexander Lukashenko had previously told me there were none. But speaking to me today (perhaps inadvertently) he used the phrase “political prisoner”, when speaking about the small number freed in recent months. Some commentators have interpreted the releases as a message from Lukashenko to the West that he seeks better relations. He denies that. “We freed political prisoners on humanitarian grounds,” he says. “They were mostly elderly people and the sick. That’s all. --- I asked him to comment on claims that North Korea had sent troops to fight alongside Russia in Ukraine. “Rubbish,” Lukashenko replied. “Knowing his character Putin would never try to persuade another country to involve its army in Russia’s special operation in Ukraine.” “And if the reports are confirmed?” I asked. “It would be a step towards the escalation of the conflict if the armed forces of any country, even Belarus, were on the contact line,” replied Alexander Lukashenko. 23.
  24. Reuters India's Narendra Modi told Russian President Vladimir Putin on the eve of the BRICS summit that he wanted peace in Ukraine and that New Delhi was ready to help achieve a truce to end Europe's deadliest conflict since World War Two. Putin, who ordered tens of thousands of troops into Ukraine in February 2022, wants the BRICS summit to showcase the rising clout of the non-Western world after the United States and its European and Asian allies tried to isolate Russia over the war.
  25. Oprostajni susret Bajdena sa liderima Nemacke, UK i Francuske bbc Kyiv – and Moscow – will have closely followed Biden’s "farewell trip" to Berlin this Friday. They will have heard the repeated assurances from four Nato powers of ongoing, unwavering support for Ukraine – but what they will have also seen is a US president on his way out of office, a German chancellor expected to lose his country’s general elections, and a French president politically hobbled at home. For Ukraine, extra help from its biggest backers cannot come fast enough. On the backfoot against Russia along its front lines, the country is in a particularly vulnerable moment. The rest of Europe is too. This week, German intelligence chiefs warned Russia’s continued investment in its military would see it in a position to attack Nato by the end of the decade. But Germany’s planned military revamp has got bogged down in bureaucracy. The government has not even agreed a future defence budget.
