bbc President Vladimir Putin has accused Ukraine of launching "another major provocation", after defence officials said around 300 Ukrainian troops crossed into Russia's Kursk region on Tuesday. Fighting is reportedly ongoing in the area, as Moscow said troops supported by 11 tanks and more than 20 armoured combat vehicles, crossed the border near the town of Sudzha, 10km (six miles) from the frontline. Thousands of people have left their homes in the region, officials said. Fighting reportedly took place in various villages on Russian territory throughout Tuesday. It was followed by Ukrainian air attacks which killed three civilians and continued into the night, Russian authorities said. The acting regional governor, Alexei Smirnov, said he had briefed Russian President Vladimir Putin about the situation, which he said was under control. Mr Smirnov also said several thousand people had left areas of the region that were under attack and added doctors from Moscow and St Petersburg were on their way to offer assistance. One colonel in Ukraine’s military, Vladislav Seleznyov, told the prominent Nexta channel the attack was “preventative” with an estimated 75,000 Russian troops continuing to gather close to the border. After a major cross-border incursion by Russia into the north-eastern Kharkiv region in May, there had been fears Moscow would attempt the same into the Sumy region further north.

Reuters Russian assaults are raising pressure on the strategic eastern logistics hub of Pokrovsk, Ukraine said on Friday, as waves of guided bombs and infantry lead to some of Moscow's largest territorial gains since the spring. The push is fuelling a surge in civilians fleeing, with requests for evacuation in the area increasing about tenfold over the past two weeks, according to a volunteer helping people leave. Russian forces have been steadily inching forward on several fronts in the eastern Donetsk region, staging particularly fierce attacks near Pokrovsk with Kyiv's troops stretched thin 29 months since Russia's full-scale invasion. Russia's gains of around 57 square km (22 square miles) in the space of a week are the third largest recorded since April after they made only modest gains in June, Pasi Paroinen, an analyst with the Black Bird Group, told Reuters. Russian forces are using warplanes and artillery fire to support waves of infantry assaults in the area near Pokrovsk, Ruslan Muzychuk, a spokesperson for Ukraine's National Guard said in televised remarks. "These assaults are not always supported by armoured vehicles, often it is infantry assaults," he said, flagging the bombing by Russian warplanes as a particular problem. Russia's use of warplanes to fire guided bombs was crucial for Moscow's battlefield tactics, said Valeriy Romanenko, a Kyiv-based aviation expert, who compared it to a "conveyor belt". "The Russians are not piercing our defence, they are pushing it back. They are advancing 100, 150, 200 metres every day using this tactic: dropping guided bombs, then a 'meat assault', (and if those are) repelled, dropping guided bombs again, a 'meat assault' again." He said the supply of U.S. F-16 fighters to Ukraine could disrupt that dynamic if the jets were able to threaten Russian warplanes, but that such operations were unlikely for now given the risk it would present for the new pilots operating expensive jets.

His comments came after Hungary once again blocked the allocation of over €6 billion ($6.5 billion) in crucial EU military aid for Ukraine during Monday's meeting. Vaibhav Raghunandan, an analyst at the Centre for Research on Energy and Clean Air think tank, told DW that according to data available until July 20, "Hungary's import volumes have dropped by a third compared to June." Raghunandan said Orban already had a "long time" to find an alternative energy supply, but pointed out that Hungary's imports of Russian oil had instead increased "by 56%" since before the war. And, he added, despite being landlocked Hungary did have access to alternative routes. "They could definitely get supplies from Croatia via the Adria Pipeline," or through the Transalpine Pipeline from Italy, he said. Analysts have said that instead of reducing dependence on Russian oil supplies, Orban is deliberately aiding the Russian economy and helping to fund the Kremlin's war.

Mr Borrell said Hungary's actions should have consequences and that "we have to send a signal, even if it is a symbolic signal". Hungary described the move as "completely childish".
