The NBA has disclosed to its 30 general managers a new anti-tanking draft reform termed the "3-2-1 lottery" that includes expanding the lottery to 16 teams, flattened odds and a relegation zone where the bottom three teams would be penalized with fewer lottery balls for the No. 1 pick, starting with the 2027 draft, sources told ESPN on Tuesday.

 

The league office has held multiple critical meetings with its board of governors, competition committee and 30 general managers over the past few weeks to narrow toward this new singular proposal ahead of the owners having a final vote on May 28, sources said. There could be minor modifications to the proposal, but the key points of the framework have a majority of the support from teams, according to those sources.

 

The "3-2-1 lottery" proposal, named to represent the number of lottery balls per team, would expand the lottery from 14 to 16 teams. Teams that do not qualify for the playoffs or play-in tournament but stay out of the relegation zone (spots four through 10) would receive three lottery balls each. Teams with a bottom-three record -- the relegation area -- would have only two lottery balls but have a floor of the No. 12 pick, and the rest of the 13 lottery teams could fall as far as the No. 16 pick.

 

The Nos. 9 and 10 play-in seeds in each conference receive two lottery balls each, and the losers of the 7-8 play-in games receive one lottery ball each. Previously, the league drew odds for only teams with the bottom four records in the league, while the other 10 lottery teams were ordered by inverse record. Under this proposal, all 16 teams would be in the drawing.

In addition, no team would be able to win the top pick in consecutive years or be able to win three consecutive top-five picks. Teams also would not be able to protect picks in the 12 to 15 slots going forward.

The proposal includes a sunset provision so that the new system would expire after the 2029 draft and allow the board of governors to continue the system or transition to a new one. The NBA's current collective bargaining agreement runs through the 2029-2030 season.

The league would also have expanded disciplinary authority to regulate tanking and have the option to reduce lottery odds and/or modify draft positions for teams under the proposal.

All the involved parties have brainstormed and developed several concepts over the past few months before finding this 16-team reform that high-ranking officials across the NBA say they believe will discourage losing while drawing lottery balls for all 16 qualifying teams. It also encourages winning, particularly during the second half of the season, as the teams ranked near the bottom three would want to get out of the relegation zone while teams above them work for victories to stay out of the relegation zone.

NBA commissioner Adam Silver made it clear in March that fixing tanking was his top priority and that there would be fundamental changes to the league's draft system to try to prevent it from happening moving forward. The tanking issue escalated this season because of the loaded 2026 draft class and because, as Silver pointed out, the incentives in place push teams to do whatever they can to maximize their chances of getting lucky in the NBA's draft lottery each spring.

"I do think ultimately this is a decision that needs to be made at the ownership level," Silver said following a two-day NBA board of governors meeting in March. "It has business implications, has basketball implications, has integrity implications for the league.

"So, it's one that we take very seriously, and we are going to fix it. Full stop."

Deluje kao mera koja stvarno moze da utice na pojacanu kompetetivnost tokom sezone, ali i potencijalni problem, da oni koju su bas iskreno losi ne mogu nikako da izadju iz bunara. 

Mada mozda i to moze da se resi kroz ovaj uslov, koji skroz podrzavam, da ne mozes u kontinuitetu da zabadas jake pikove, dosta je Klivlenda, Minesote i Filadelfije. U tim slucajevima verujem da ti visi pikovi treba da odu losijim timovima, a ne boljim?

pa to i nije tako lose jer ce se bar utakmice u poslednja dva meseca malo ozbiljnije shvatiti.

 

meni smeta situacija kao sto je bila indiana ove sezone kojima se ne samo haliburton povredio nego bukvalno svaki dobar igrac osim siakama. jako je tesko tako pobedjivati. jos mi je gore da kao ne mogu van 12, to je sulud broj ako se pogleda da je sada 5.

a nije mi ni fer da bas po svaku cenu neko mora biti u top 3 najgore ekipe. ja bih stavio neki cap na broj pobeda koje moras da dostignes (npr 27) i ako to uradis onda mozes ostati u top3 najgore ekipe sa tri umesto dve loptice. 

 

nije mi jasno sta ce biti sa trejdovanim pikovima i da li i to utice na loptice. npr ako ovogodisnji pik koji ide atlanti od new orleansa bio u tri najgora, da li bi se to odrazilo na broj loptica. tu se lagano ni kriv ni duzan mogu prejebati ekipe koja dobija pika

Mislim da Lejkersi zavrsavaju veceras.

 

Nadao sam se metli zarad nekih drasticnih promena u HOU na leto, ali s obzirom na pobedu u g4 i da Durantula opet ne igra, voleo bih da vidim da ovaj young core izbori (za pocetak) G6 i pre svega mentalno napreduje za sledecu sezonu.

 

Recept je g4 i da Hjuston ponese te fizikalije u LA, ali tesko da ce domacin onoliko da isciglari, uprkos mogucoj dobroj odbrani raketa. Steta za pomracrnje u g3 na kraju, mogli su vec imati 2 pobede bez KD.

Pa jes al da su Lejkersi izgubili u G3, to ne povlaci da bi izgubili u G4 - ta utakmica bi onda sigurno izgledala drugacije. Ja se nadam povratku Rivsa vcrs, jer je mukotrpno gledati ove silne izgubljene, fali jos jedan ballhandler i napadacka opcija. 

 

Boston je znao i u sampionskoj sezoni da kiksira kuci, otvorili su 1-0 pa 1-1 serije i sa Majamijem i Klivlendom, pa su onda podobijali sve u gostima. Ovde vec 2 kiksa, ali ne sumnjam da ce zavrsiti u sledecoj posao. Ove sezone su ipak tanji na centru (Vucevic&Queta) i to ce im predstavljati problem protiv najjacih ekipa.

 

NY je konacno ukljucio KATa na pravi nacin i trebalo bi da prodju dalje takodje. Zanimljivo ce biti ako Detroit dobije vcrs, onda cemo na Eastu imati situacija da je svaka ekipa dosla do makar 2 pobede. Ne verujem da se to cesto desavalo

 

Minesoti je do or die sledeca, treba im opet rafalni ucinak od 30+ Dosunmua da bi imali cemu da se nadaju. Spursi su ipak pokazali da su mocna ekipa i preneli dobre igre iz regularne i u plejof.

bas sam ovo proverio pre par sati. celticsi u poslednjih pet playoffa ima samo 25-18 na svom terenu. imaju nekoliko legendarnih poraza kao onaj protiv atlante i trojke younga, onaj od sixersa isto u petoj utakmici kao nocas, prosle godine prve dve od knicksa kada su u obe utakmice prosuli velike prednosti.

imaju srece sto sixersi bas ne vole da igraju na svom terenu u playoffu jer im je publika samo jos vise otezava posao sa cestim zvizducima i negodovanjima koji obicno pocinju vrlo rano na utakmici.

embiid je nocas bas unistio centre. queta je i dok jos nije bilo embiida ulazio lako u probleme sa faulovima a tek ce sad biti tesko. embiid ako uspe da se ne povredi sigurno ce natrpati celticse. jos samo da prestane sutirati trojke i da vise igra na postu. nisu uopste naivni sixersi kada su svi zdravi, svi najbolji igraci im igraju sasvim dobro.

 

koliko se white raspada u playoffu - ima 8 poena po utakmici uz sut iz igre 30%, za tri 21%...jedan od najvecih razocaranja playoffa za sada.
